Executive Master of Public Administration
The Executive Master of Public Administration is a flexible programme for mid-career professionals with at least three years of work experience (the average is 9 years). It equips participants across all sectors with cutting-edge knowledge and tools to lead teams and organisations, shape decision-making and manage change in the workplace.
Executive MPA students specialise in one of the following areas of concentration:
This programme accommodates the busy schedules of working professionals. You can study full time in one year or part time in 2-4 years. You can also take Executive MPA courses individually or for a certificate and earn credits for the full degree step by step over time.

The Executive Master of Public Administration is delivered in six modules:
I. Governance and Public Policy
II. Management: Challenges, Concepts and Resources
III. Concentration (leading innovation and managing change; digitalisation and big data; or global governance challenges)
IV. Complement Electives
V. Professional Development
VI. Master's Thesis
In the Professional Development module, focus on your professional growth in two skills workshops on topics such as negotiation and mediation, policy writing, political communication and scenario-building. Additionally, you will take part in an immersive study trip to gain behind-the-scenes insights into the workings of public policy institutions in a major European political hub.

Three years of work experience are required for admission to the Executive MPA, and the average is around 9 years. Perhaps you are a mid- to senior-level manager or a team lead who is looking for opportunities to fine tune your professional profile and boost your career. The Executive MPA provides the environment to explore topics in management, global governance and digitalisation, learn from practitioners and exchange with a tight-knit group of peers from various sectors and backgrounds around the world.
To accompany you on this executive master’s journey, our dedicated Career Development team can advise you in 1:1 consultation or group sessions on your strengths and values, your potential for leadership positions, as well as how to navigate the labour market and present yourself professionally.
Networking – with your fellow students, alumni and the wider Hertie School community – is also an important part of the Executive MPA experience. In the past, Executive MPA participants have joined the school from employers across all sectors, such as the German federal ministries, the GIZ, the UN Development Programme, the OSCE, Accenture and more.

The Hertie School offers financial support for Executive MPA applicants in the form of partial tuition waivers, and about half of our students receive direct support from the university. Partial scholarships that cover 50% of tuition fees for the Executive MPA include:
Applications for the above scholarships are due on 1 June.
Some employers may also be able to cover individual courses or a certificate as part of a training budget, in which case you could book Executive MPA courses individually via the Hertie School's Open Enrolment programme and accrue credits for the full degree over time.

Want to try out a class before committing to the full Executive MPA? Modular entry into the Executive MPA is possible via the Hertie School's Open Enrolment programme and allows for maximum flexibility in building your schedule. Credits earned and fees paid for an Executive Seminar or Certificate can be transferred to the full Executive MPA degree.
